Nilam, purayidam and the Data Bank: what to check before planning a building
A plot's appearance does not establish its legal development status. Land that looks dry or has not been cultivated recently may still require careful examination of revenue records and the applicable paddy-land and wetland provisions. Begin with documents, not a proposal to fill or level the site.
Keep the different records separate
Ask for the survey details, current revenue description, Data Bank position and relevant orders affecting the parcel. A correction to one record should not be assumed to resolve every other requirement. Have a qualified local adviser explain inconsistencies and identify the authority responsible for each question.
Kerala's Land Revenue Department publishes a service guide on land conversion referring to the Paddy Land and Wetland Act and application forms. The Act itself is an environmental protection instrument; an application mechanism is not a promise that conversion will be allowed.
Do not select a form from a neighbour's experience
The applicable route depends on the facts and current law. Record why the adviser considers a particular procedure relevant, what evidence it requires and what decision remains outstanding. A nearby owner's order is not automatically transferable to your survey parcel.
Avoid relying on social-media claims about fees, deadlines or exemptions. Verify current provisions with the competent authority and retain the actual order applicable to the land. This guide intentionally does not quote a conversion fee or predict approval.
Check the intended project as well
Land-record questions and building-permit questions should be assessed in sequence. Even after a land-related issue is resolved, access, planning controls, environmental restrictions, drainage and the building proposal may need separate review.
For a low-lying plot, discuss water movement and neighbouring levels before commissioning earthworks. A visually level platform can create new problems if it disregards the site's drainage relationships. Ask for a surveyed assessment appropriate to the proposed development.
A useful pre-purchase file
Keep the survey plan, relevant record extracts, dated official correspondence, orders and a written list of unresolved matters together. Tell the architect which assumptions are confirmed and which remain subject to decisions. Obtain legal advice on any purchase conditions linked to these issues.
The objective is to avoid committing to a building concept that depends on an unverified land status. No general article can determine whether an individual parcel is eligible for conversion or development.
