Does changing a building into a school, stay or hall need fresh approvals?
An existing building's approval history should be compared with its proposed use before conversion work begins. A structure designed as a home or warehouse should not be assumed suitable for a school, guest accommodation or assembly venue merely because the rooms seem large enough.
Define what will actually happen inside
Write down the activities, numbers of users, operating hours and any simultaneous uses. Include visitors, staff, kitchens, sleeping accommodation, storage and public events. The label on a signboard is less useful than an accurate operating brief.
Ask the registered professional to compare this brief with the approved occupancy and current building records. Kerala's applicable building rules and amendments, together with the Fire and Rescue Services process where relevant, are starting points for the approvals assessment.
Assess suitability before planning finishes
The proposed use may change demands on circulation, exits, accessibility, sanitation, parking and building services. It may also create structural questions. Commission the relevant surveys and assessments before adding partitions, equipment or additional loading.
A design that relies on one narrow route for every arrival, delivery and exit should be challenged early. Draw normal operation and emergency movement separately, then check whether both can be accommodated. Do not treat portable equipment as a substitute for the building's required provisions.
Separate building approval from business permission
A building-related decision does not necessarily authorise the operation of a tourism establishment, food business, educational institution or event venue. Prepare a register of applicable approvals, licences and certificates with the responsible adviser. Confirm their sequence rather than assuming one certificate covers everything.

Compare a realistic conversion with another option
Include surveys, approvals, repairs, service upgrades, accessibility work and the impact of construction on occupants in the feasibility budget. If the intended use requires extensive alteration, a different use or a different property may deserve consideration.
