A coastal address alone does not establish whether a proposed building is permissible. Start with the exact plot, the applicable approved Coastal Zone Management Plan and the relevant CRZ classification. A generic distance quoted online cannot answer a site-specific permission question.

Identify the land before discussing a design

Collect the survey and subdivision numbers, ownership documents and a current site survey. Ask a qualified local professional how the parcel corresponds to the approved mapping and relevant tidal features. A location pin, sales brochure or screenshot without a scale should not be treated as a clearance document.

Record any existing building and its approval history separately from the proposal. The fact that another building stands nearby does not establish permission for new construction on your plot.

Read the applicable notification and procedure together

Kerala's Environment Department publishes the CRZ Notification 2019 compilation and a procedure document for implementing it. These are useful starting sources, but their publication does not remove the need to verify subsequent amendments, the applicable approved plan and the competent authority for the particular proposal.

Ask your adviser to identify the classification, proposed use, relevant provision, necessary demarcation or documents, and clearance route in writing. Do not infer a universal setback or eligibility rule from one category or example. Different activities and site circumstances may be treated differently.

Separate the approvals

CRZ assessment is not a substitute for the building permit or for other environmental, land-use and operational requirements. A house, tourism accommodation and a public recreation facility should not be assumed to follow the same path. Prepare an approval register showing each authority, submission and dependency.

Before paying for a detailed concept, ask whether the intended use and access arrangements present fundamental constraints. Where a question is unresolved, mark it as unresolved rather than drawing a proposal that depends on a favourable answer.

Questions to take to the local team

  • Which approved map and notification provisions apply to this survey parcel?
  • What evidence establishes the relevant boundaries and existing development status?
  • Which parts of the intended proposal require clearance, and from whom?
  • What other permissions remain after the CRZ question is answered?
