CRZ Amendment 2026: LAB, N-Paraffin and CBFS Added to Coastal Storage List
The Ministry of Environment, Forest and Climate Change has amended Annexure-II of the Coastal Regulation Zone Notification, 2019 through G.S.R. 832(E), dated 22 September 2026. The Gazette record is CG-DL-E-24092026-276460.
Which products are listed?
The substituted entries retain Bitumen at (xxiii) and add Linear Alkyl Benzene (LAB), N-Paraffin and Carbon Black Feedstock (CBFS) at (xxiv)–(xxvi). The change follows the May 2026 draft and subsequent consideration of public responses.
The notification concerns receipt and storage in CRZ areas excluding CRZ-IA. Inclusion in the list should not be read as permission for any proposed facility at any coastal location.
What should coastal project teams do next?
For a proposed terminal, storage installation or associated waterfront development, prepare a clear comparison between the proposed scope and the permissions already held. Identify the product, quantities, handling arrangements and physical works, and ask the relevant specialists to establish the applicable approval route.
Before committing to a layout or procurement programme:
- Confirm the parcel and activity against the approved coastal map.
- Record the applicable CRZ category and any sensitive features affecting the proposal.
- Check whether the existing approvals describe the proposed products and operations.
- Assign responsibility for technical submissions, safety interfaces and authority correspondence.
- Resolve any required amendment or fresh permission before scheduling dependent works.
Does this amendment change house-building rules?
This instrument changes Annexure-II’s product entries. It does not introduce residential FSI bonuses, a Green Credit fast track, automatic erosion-triggered construction suspensions or a new universal district approval deadline. Those claims should not be attributed to G.S.R. 832(E).
For a home, resort or other coastal building, begin with the mapped site classification and relevant building provisions. Read URU’s guide to CRZ zones and coastal building checks.
Where can you verify the notification?
Consult the official Gazette PDF and compare it with the principal notification and applicable later instruments. The Gazette PDF could not be retrieved directly during this editorial check; the instrument’s reproduced text was checked against the Gazette record. This item addresses the mainland CRZ amendment; island projects require their applicable island notification to be checked separately.
